Compile one seeded random static Clifford proxy path.

Shared selective controls are sampled jointly. The seed is stored under CLIFFORD_PROXY_SEED_METADATA_KEY; T blocks use the usual proxy ports. Structural branches are rejected before random selective resolution drops the source action track.
