Measurements carried by an open or completed flow.

Detector flows almost always carry one or two measurements (the current round’s outcome plus the consumed previous round’s), so they stay inline and flow tracking does not touch the heap per flow. The inline capacity deliberately matches DetectorParity’s term buffer so completed flows convert into parities by moving the buffer.
