Emit one flattened attempt of the unique isolated-T RUS body.

The physical strings contain no OBSERVABLE_INCLUDE; they end in direct X/Y/Z EXP_VAL probes for Clifft. The companion strings are Stim/DEM circuits: companion carries the X/Z GAP pair, and sheets is a suffix carrying one observable per terminal stabilizer frontier, which appended to companion gives the sheeted circuit. Memory latency must already be inserted into program.
