Lower bloq to a self-contained VM program.

The input is cloned because repeat expansion is a lowering concern. Noise is passed through InstantiationOptions::noisy, after each selected stage is merged, rather than reimplemented by the VM.

ยงErrors

Returns LowerError when required materialization exceeds a bound or an IR construct cannot be represented without loss. Full Bloq well-formedness validation is available separately through Bloq::validate.
