Module lowering 

Compiler and backend lowering surface.

This contains template instantiation and per-instance machinery a backend consumes when emitting a Bloq. Kept separate from the stable program-graph API at the crate root; arms-length graph consumers should not need these.

A reusable circuit template and its local side tables.

A shared, append-only template pool.

A loop-carried detector recurrence for one repeat body: the initial parity on the first iteration and the next parity relating consecutive iterations of loop state.

A template-local restart syndrome for a RepeatUntilSuccess region.
