Linearizes a Bloq into Stim text, noiseless and trusting the program to
be well-formed (InputTrust::Trusted).
Emits node-local circuits in deterministic topological order and resolves
node-local annotations against one global measurement frame. Use
emit_bloq_stim_with for noise or a checked input.
